It did, but then I read quite clearly on the VFS Global website:

"For families, please do not submit passports for family members until a passport request letter issued by IRCC has been received specifically for that individual. "

That information is wrong. I would raise hell with VFS and IRCC, but AFTER I got the second visa.

For context that information is correct for other types of visas, but not permanent resident files. Utterly absurd they can't get this right.

OMG I feel so sick and stupid now. I sure hope we can sort this all out.
