Do the Visa Officers change every 2 years???

Hi there, my wife's application for PR was refused on one section ''(4)'' and I did not appeal.. simply because it takes way to long here in Toronto (2years) instead we chose to re-apply. I have been living with my wife in her country for 9 months and I do not need to wait a year to re-apply because I am a Canadian Citizen and also I am a resident of her country as well. I have heard that Visa Officers change every 2 years. So what I wanted to know is this true for the Consulate General in Sydney Australia for Canada, if anyone knows for certain please let me know.

You do not have to wait a year to reapply - it is just that since they refused the first application because the visa officer thought the marriage was not genuine, reapplying right away will probably also lead to a rejection. The longer you wait (as long as you are living together) the more likely it is that the visa officer processing the new application will think that the first refusal was wrong and that you do in fact have a genuine relationship. I think a year living together will be enough to show that the relationship is genuine, but it is not a rule - it is just an educated guess. Sometimes people who have lived together for more than a year are still rejected, but it is not common.

Foreign service officers tend to be moved around a lot by the government. A two-year stay in one country is normal. Some stay longer, though. For example, the visa officer who interviewed my husband in Accra had been working there for 9 years. So there is no way to know for certain if any particular officer is going to be in a country for only 2 years, but that is the norm.

Actually the norm is 4 years. Only Hardship postings V are usually less than 4 years.
