I read that sponsored spouses cannot rely on government resources after they land. But are they able to apply for LINC or ESL free english language courses after they're granted PR and land?

I already have PR and I'm planning to apply for sponsorship for my girlfriend after we get married in Canada.
 
i am in MB, there are some free ESL classes for new immigrant from local college.

you should contact local college or universities (normally private ESL schools do not offer free classes)
or visit official website of your province , it usually shows some info for new comers.

This specifically has to do with Welfare. Other government assistant (Child Benefit Credit, GST Credit, Healthcare, settlement services, etc) do not fall into this.

LINC/ESL courses are available free of charge to all PRs.

language course are not FREE. Nothing is free. It is paid by the taxpayer.
