Do i need to submit India PCC ?

My question is Do i need to submit India PCC ? I came here as Canada PR on August 2016, and will be completing complete 3 years in August 2019, in-between visited USA for 6 days only, But before August 2016 I was in India, and in the application form they ask have you been lived, traveled outside Canada in last 4 years (Not 3 years) means time between August 2015 to August 2016 , I was in India before becoming PR. But I had submitted India PCC , 1-2 months before, just before landing here in Canada, and Still Do I need to Submit India PCC. All my friends who have applied Canada Citizenship, came direct here as PR from India, and had never travelled after becoming PR, all of them had not submitted India PCC, and neither India PCC asked by CIC. please clarify.

The Instruction Guide mentions:
"Note: If you were in your country of origin immediately prior to becoming a permanent resident and landing in Canada and this time falls within this four year period, you are NOT required to provide a police certificate. Please indicate this in the explanation box."
So no, you wouldn't need a PCC.
