It's the fastest way to do it. Otherwise you will have to make an appointment at a CIC office, and I've heard it can take weeks to get in for an appointment with them. You can only flagpole if you can enter the U.S. (either you have the necessary visa or are from a visa-exempt nation under U.S. immigration law).
