Do I meet the NOC Requriement?

So I am a bit confused on understanding the NOC fufillments.

I am a Network Engineer who will immigrate under that title, I have no college degree.

According to the NOC, this is what it says.

Employment requirements

Computer engineers require a bachelor's degree in computer engineering, electrical or electronics engineering, engineering physics or computer science.
A master's or doctoral degree in a related engineering discipline may be required.
Licensing by a provincial or territorial association of professional engineers is required to approve engineering drawings and reports and to practise as a Professional Engineer (P.Eng.).
Engineers are eligible for registration following graduation from an accredited educational program, three or four years of supervised work experience in engineering and passing a professional practice examination.
Supervisory and senior positions in this unit group require experience.

Now the fact that I have the experience to immigrate and I can preform the job, being that I don't have a University Degree yet does this mean that I don't qualify for the job? Or is this just a suggestion?

Can I become a PR with 2-3 years of in country experience, NOC code 2147, and no 4 year degree?

I'm not even sure under that code I CAN immigrate.

You definitely need a bachelors degree but not a masters.

The NOC codes are read like this:

First digit = 0 ---> Skill type 0, usually manager positions

If the first digit is not 0, you must look at the 2nd digit.

Second digit = 1 ---> Skill level A, university education usually required

Second digit = 2 or 3 ---> Skill level B, apprenticeship or short college program may be required

Sometimes no college is required, just work experience. You just have to read the description for each NOC.

If the first diigt of the NOC is not 0 and the second digit is 4 or higher, it is not a skilled occupation for immigration.

I found NOC 2281..this is still a Class B so I can immigrate as a skilled worker, remember I have no college degree but I DO have valid vendor certifications in my industry and years of experience, given the below requirements can I immigrate?

Certification or training provided by software vendors may be required by some employers."

Basically, what jobs can I immigrate to under a Skilled Worker NOC code pertaining to Network Administration that DOES NOT require a 4 year degree. I know that to get my TWP this won't matter, but when I want to go to PR status I will have to have to have a NOC code that doesn't require a degree. I don't know if I will be out of University in that time period so I have to be able to immigrate under something that doesn't require a degree, my employer can write the job description to whatever I need it to be I just need a way in in case I haven't graduated yet!

Like it says, usually required doesn't mean always required so you are ok with this NOC.

Fantastic! I can get my TWP with no issues, and if I graduate University while in Canada its a moot point, I just wanted to make sure that after my TWP runs out, I can apply for PR with this NOC code if I haven't graduated yet.

I'm not sure what your plan is but you can not be studying and on a work permit at the same time unless you are on a student visa and off-campus work permit. If you do that, you can apply for the open off-campus permit after 6 months of studying and may take any job for up to 20 hours a week during the semester and full time on school holidays. After you graduate, you can apply for a post-grad work permit. If your course was between 8 months and 2 years, you get a work permit valid as long as your course. If your course was 2 years or more, you get a work permit valid for 3 years.

During this time, you would have chances to apply for PR, for example after you graduate under PNP graduate class or after you work for a year under Canadian experience class.

If you don't study but instead get a skilled job and a work permit and work full time, you could be sponsored for PR by employer through PNP and he can start that process right away if he is willing. Another option would be to work for 2 years and then apply under CEC.

You can take short courses that don't give college credits.

That is right.

Only as I said, if you get the study visa first, study for 6 months, apply for an off-campus work permit and you would then be allowed to work up to 20 hours a week during the semester, full time on holidays. An off-campus permit is open so you can work for more than one employer at the same time, you do not need an LMO etc.
