Assuming you are asking how to terminate a lawsuit filed in the Federal Court (a legal action seeking leave and an order for a Writ of Mandamus) . . .
Your lawyer can do this for you and should be the one to do it.
If you filed a lawsuit in Federal Court without the assistance of a lawyer, hard to guess what you have done (there's good reason for the saying that a lawyer who represents himself before the court has a fool for a client, not to mention going to court without a lawyer).
In any event, if without a lawyer, what to do now depends on what is done, including what stage the lawsuit is in, what motions or other proceedings are pending or scheduled. You may be able to simply submit a properly captioned motion (complying with general form 66, rule 66) to the court requesting the case be dismissed, with proper notice (complying with general form 359, rule 359) to the Minister of course.
But again, what to do now in part depends on what stage the proceedings are at. If the Minister's counsel has already made a request to charge you with their costs, for example, it is likely you would still have to defend yourself or concede to paying those charges.
