Differing Timelines - How is this possible?

I am waiting for processing of my husband's application for Permanent Residence. He received a letter of receipt on November 2, 2007. He has not been called for an interview.

Another person posting on the same topic as me, with her husband in the same country as my husband, received his letter of receipt on March 15, 2008. This person's husband was called for an interview 2 days ago.

How is it possible that me and many others have been waiting 5 months for an interview date and another person waits 2 weeks for an interview date. This does not seem fair.

As seen historically, it seems to be in chronological sequence the processing of the documents and scheduling of the interviews. How can someone queue jump?

Any ideas why this is happening and how I can get to the bottom of this. Has anyone else had the same experience?

Are this person's husband and your husband Siamese twins, in that they have lived in the exact same place, went to the same schools, worked at the same jobs, traveled to the same places, and belonged to the exact same organizations? Background and Security checks for different people take different times.

Well actually there are at least 10 couples that I know of that have waited the full five months. I find it terribly strange that immigration would start working on a file that they received after 2 weeks rather than one that has been sitting there for 5 months already.
