Difference between Outland and Inland sponsership?

Hello Gurus,

I wanted to note down difference between outland and inland application. Here is the difference that I know to the best of my knowledge so far
1) Outland PR applications are quicker compared to inland applications (can say 15 months vs 3 years)
2) Inland applicants can get an open WP as soon as they apply for a PR
3) Inland applicants cant leave the country until a verdict of their processing comes out where as outland applicants have no such restrictions.

Please correct me if wrong and add your suggestions.

an inland applicant doesn't GET an OWP as soon as they apply for pr. they have the ability to APPLY for one. there is not enough information about the new pilot program to confirm how long it will take.

outland applications generally are not taking 15 months, or an amount of time close to what is posted online. #1 of outland is that those times online are not averages and represent worst case scenario. MOST, if not all visa offices approve outland applicants in 6-10 months, sometimes a bit longer and sometimes a bit shorter.


it's not that an inland applicant CAN'T leave canada with the application in process, it's the fact that IF they are denied reentry, their inland application will be cancelled since it is a requirement for them to be living IN canada. While the risk is generally very low, it's still a risk, and not one many people wish to take. There have been reports of inland applicants having no issue traveling outside of canada for short periods of time and having no issue with re-entry.

another MAJOR difference is there is NO ability to appeal a negative decision with an inland application. only outland applicants can appeal.

Yes, you can apply outland if the spouse is in Canada. Outland refers to where the application is processed, not where the applicant is located.

yes, an applicant can be IN canada while an outland application is submitted and processed. the applicant can use the canadian address they are staying at in their application so that the approval paper/visa is mailed to them there.

an outland application has nothing to do with where the applicant physically is. the applicant can be anywhere in the world, even canada. an outland application has to do with where the applicant is from and where the application processes.

I really hope in the future, CIC has a OWP pilot progam with outland application... cause these wait times are almost unbearable and to be honest how many people can just up and move without working for 8-10 month....

I truly appreciate this, this also gives me a sigh of relief. Just wondering why would anyone go for inland applicatins, if they can't appeal and they are with a risk of losing application upon denial of re-entry to Canada and it takes longer time too !! :eek:

Now last but not the least, I am having a PR, can I bring my spouse to Canada on a visitor visa ? If yes, then the you guys have already answered me that I can file her outland PR while she is with me. Correct me if wrong.

your spouse will need to apply for and be approved for a visitor visa. if she is approved, she can travel to visit canada. while there she can submit her pr application and apply to extend her stay as a visitor until her pr application is approved.

My spouse doesn't have any previous connections with CIC meaning she doesn't have a UIC. So in your first application with CIC you need to keep it blank.
So do I need to apply her visitor visa first and then she will get a UIC so that I can use that in the PR forms. Why I am asking is if I file her PR before she gets her visitor visa (meaning UIC) here, will her PR application be invalid?

Similarly there is placeholder in the forms to fill information about "last entry to Canada", if I file her PR before her first entry to Canada, I have to leave it blank but if I apply a PR within that time, it will remain blank and she might enter to Canada while her PR is in progress, will it be of any risk?

UCI is not required. So if you file an application to sponsor without UCI it will still be valid, provided all other requirements are met. Make sure you use the most recent application forms.

If she has never come to Canada and you mail application to sponsor her then you will leave it blank. If she has a Visitor's Visa then she can visit Canada even while PR application is in process. She will need to convince IO at the POE that the visit is temporary and she will return within the authorized period of stay.
