Birth Certificate is something issued at the time of Birth with both the parents name in it
Certificate of Date of Birth is something the government acknowledge and certify that your date of birth you have provided is correct as per their records.
The difference is that the former is the actual fact while the latter is acknowledged as True information based on trust.
CIC accepts Certificate of Date of Birth when notarized by a Notary public (I have done that)

I wish I have got the PR by now, they have accepted the documents and given the AOR (applied Dec 2012), some of my friends applied without the notarized certificate of birth (and with embassy's certificate of birth) were not accepted by CIC and when they again submitted with the notarized certificate, AOR is given.Hopefulagain said:Hi BigBee....when had you applied? From what I am aware, CIC has stopped accepting Certificate of date of birth and, they ask for an affidavit or your school certificate for proof of DOB. So, I would be wary in using it as a document for proof.
The Certificate of DOB is usually provided by the consulate, so I dont understand the requirement of having it notarized. This certificate is itself based on the information on your passport. In simpler terms, it is being notarized by the Consulate that the date of birth as indicated on your passport is what they have on their records - nothing more, nothing less. That is the reason why CIC has stopped accepting this as a proof of DOB.

Notarized certificate of birth is nothing but a self declaration with your date of birth, parents name and duly notarized by Notary public.
I believe this is still accepted by CIC. Seniors can correct me if I am wrong.
