did NOT receive a refund for my Federal Skilled Worker application

Hello,
As you all know ,ALL Federal Skilled Worker applications prior to feb 2008 were cancelled ,I have filled my refund form and sent it to FSWFeeReturn@cic.gc.ca ,that was back in April 2013.
After 1 month and a half i received a reply from them saying that they will process my refund as soon as they could and that was it!

i didnt get any other reply from them though i sent them many reminders (almost 10) ,all was in vain!

i appreciate a good suggestion on this issue.

i just keep sending emails while this is the only thing i can do ,there is no phone number to call.
