Did not get PR card and want to enter Canada

Hello,
We had landed in Edmonton in 2011 as part of the landing procedure for AINP. Since then we are out of Canada up until now.

My wife, myself and my daughter had applied for the PR card. Only my wife had got her PR card but me and my daughter had some photograph issues and therefore our PR application was returned back. After that me and my daughter never applied again for the PR card.

Now I am thinking of entering Canada and wondering how do I do that? Is there a separate visa needed? My plan is to enter Canada and then apply for the PR card there.

Please advise.

Do you hold a visa exempt passport or a non-visa exempt passport?

Thanks but I do not understand your question.
My passport is from India and was issued to me in Washington, DC after my first passport had expired.
