For inland applicant, it is possible that PPR could come without any additional document being requested, this is because CIC has all the means to investigate.
For outlanders tho, it is more likely for them to be asked for additional documents as their oversea record is harder to be examined. But CIC or VO indeed wants to do some BC even though there is not as much to do, so usually they require additional doc and most of the time it is re-declaration of the same info you uploaded in your EE profile. Together, VO even get your signature (remember it could be the only hand-written signature during the whole process for faraway outlanders). This could also explains that why sometimes outlanders' PPR comes the same time when the BC starts: not much to do but there is always this routine.
I don't know if my thoughts are correct, just to bring up for discussion.
