i was deported from USA 10 years ago and would like to know if i can go to canada

You can try to apply to come temporarily (as visitor, student, worker), but very high chance any app would be denied due to your previous USA deportation.

You can apply for PR if you have qualifying education/skilled work experience. For this the deportation would probably not be an issue (assuming it was for something like overstaying a visa and not a criminal issue).
 
my case was a criminal case. i did 1 year in prison and around 9 months in immigration holding then i came back. but from my information they told me that my case should be expunged. im from morocco and currently live in abudhabi and im working in real estate. what does PR mean? and what do you think the best solution is

You're inadmissible to Canada. You will need to apply for rehabilitation and wait for rehabilitation to be approved before you can apply to come to Canada.

Expunging is not automatic. If eligible for expunging and you can get it done then it should not make you inadmissible to Canada if you apply for PR.
