How did you get into Canada and what is your current status? Rest of your family?

I'm in Canada with my children, legal and working, only my husband is not there.
How did you get into Canada? TRV? Work permit? Study permit?

Did you declare your husband and his status when you obtain your visa to enter into Canada? And were you married to him back then.

Lmia work permit hearth system yes I declared my husband.
If you declared your husband and IRCC already know that he has no legal status in US and has been deported and re-entered illegally and stayed for 4 years without status.

So if they still approved your work permit, then I don't see issue with the PR application. You need to be truthful and not hide any of his illegal stays or deportation. Otherwise, the PR application would be misrepresenting your actual situation and you may face 5 years ban on top of refusal.

Does he has a valid passport for his portion of the PR application (as spouse)?

yes and now he is legal in the US with a work permit
You weren't clear that he is now legally working in the US. It should be fine. Just make sure that you don't hide anything and include a letter of explanation if you think just filling in the form doesn't give IRCC a clear picture of what's going on.
e.g. the deportation and visa expiration/refusal (not sure which one happened) and eventually he obtain valid work permit and returned to work in US.
