I am confused with your questions.
Since your wife hasn't landed/got COPR, her application hasn't completed. You need to add your child (assuming not born in Canada) to her application as dependent. Your child needs to get medical and background check (not much of background for a baby) and once that's all done, your wife and your child's passport will be stamped. Do not submit your wife's passport for stamping until adding your child and having baby to go through the process.
Your child is NOT the primary applicant. Your wife is, the baby is the newly added dependent.

Yes,My wife's application still in process and she is in India now.Her medical is done.Baby is also with her in India.2
So,if they ask my wife passport for stamping,Its better to wait till my child's medical is done?
