Dependent Child PR doubt

Dear All,

I am PR in Canada, arrived on 11th Jan 2017 to Montreal to join PhD at McGill.
As I am applying for my dependent daughter's PR VISA, I have question??
In the Doc Check list IMM-5534, it is saying if I am a Quebec resident, I dont need to sub,it some docs
Do I qualify as a Quebec resident?? Or I have to apply on my previous Canadian address ie., Brampton, Ontario.

Please suggest necessary.
