Dependant has Criminal Record but not on applic to accompany to Canada

My husband and I landed in Canada in May. We have 2 year work permits and have bought a house here. Our PR application went in process and we have been asked to go for medicals and provide updated documents. Our problem is my husbands son, he is just about to turn 18 and they have asked for him also to have a medical and provide a police certificate. We have tried to contact him to no avail, he has been in trouble with the police, he has trashed his Mams house and is just staying anywhere and talking to no-one. He will not accept help from anybody including social services. We are unable to arrange for him to have a medical in the UK when we are here in Canada. Even to have photos done for the police check which we know would not provide good results anyways. We are just going to have to submit our documents without his and hope for the best.

Anyone been in the same awful situation and still got PR status.

You have to first apply for rehabilitation and then add him to the dependent list.

Do you think CIC will still process our applic without medical and police certs for dependant who will remain in UK. My husband and I had our medicals done and have submitted our police checks ? Dependant has no interest in coming to Canada, hence we can't get him to do a medical or even have him photographed to apply for police check !

Kids will be kids.He just turned 18 and not that all grown up.As a mother try to convince him for medical test.CIC needs to have his police clearance and medical exam because he is listed on the application,or else the application is considered incomplete and will not be processed further.
