Delivering Passport to Buffalo in person?

I know several people around here have delivered their passport to Buffalo to get the visa. Just looking for some advice on the process. Will they give my boyfriend his passport and visa back that day (while he is waiting)? I am sending him all the way to Buffalo alone, and he is catching a flight later in the afternoon, so I cant help but worry!

Can anyone give any advice on what to expect for the whole process, wait times etc..? My boyfriend is going to be going this Thursday...
