I had applied for the study permit in high commission of canada new delhi on Nov, 3, and i also have funding from University.But i have not received any response yet. My college starts from January 5, 2016. What do I do?
 
There's really nothing you can do but wait. At this point CIC will most likely instruct you to defer your studies to the next semester.
 
I applied for study permit in October 16th from inside Canada and I still haven't got an answer yet, they said processing time 45 days and already more than 2 months passed its taking too much time!!

I was wondering if you happen to know if I was instructed to ask the university for deferral, would the High commission give me visa or should I apply for the visa all over again?

Neither have I heard from comic New Delhi. I applied for study permit as well for January 2016 intake. I don't think we are going to hear until new year because the staff might be on a holiday. I wish they processed fast.

Did you call CIC? as of now they are processing October 27 applicants.

Implied status .. Waiting for decision to be made!!

I know !! I think they are working on this applicants. But what should I do? Is there number I can call to talk to somebody in there?

How did you know they are processing Oct 27 applicants? I applied on 9th Oct and no updates from CIC. My class will start on 4th Jan.

FALSE.

The processing time written on CIC website are NOT actual processing time. It says
"The times are based on how long it took to process 80 percent of all cases finalized between July 1, 2014 to June 30, 2015. Processing times are subject to change."
So, there's no actual processing time for applicants, all are to CIC own sweet time for them to release.
