I would not submit the degree and transcripts from Pakistan. I did the same thing and the application was returned citing lack of language proof. Take the test!

it is ok as far as all subjects studied in english. Also get the letter from institute saying that delivery of all subjects were in english. I did the same and no issue

I think what the guide says is very clear, they need a letter from the University or Institute from where she graduated, I got the same and submitted along with my application.
 
I will strongly suggest to book IELTS/CELPIP.....etc..and submit copy of score report as language proof unless you have degree from US/Canada/UK.
It completely depends upon officer what they accept and what they don't. But taking test saves your time/hassle of collecting documents and frustration of being asked to submit language proof and thus delaying the process. If you have time and want to take chance to delay for sure you can write explanation letter..print from university website...letter from university.. etc.. but in case of test you will be done with test and have result in 2 weeks time. If you are scared about exam CELPIP is very very easy and everyone scores very high.

I know one of my friend has degree Master's in English Language from India and still got letter to submit language proof. If you have degree from outside Canada/USA you are better off taking IELTS/CELPIP etc..
 
If your qualification isn't from an institution based in a country where the native language is English then you leave yourself open to the subjective interpretation of whomever at CIC Sidney opens your file and tries to figure out whether University of A in Country B offers the course in English only. 3rd party tests are objective - you either pass or fail and the result is not open to interpretation by CIC. Each applicant has their own luck so figure out your risk factor. Good luck.

For sure , I would recommend my friend either to take a third party test or get an official letter from University confirming the medium of instructions .

I have Bs Computer Science degree from college in Pakistan and I submitted with transcript last year and there was no problem, also both degree and transcript are not stating that language of instruction was English. My degree and transcript both are in English showing credits and courses taken. I had to send my application twic since first time I was missing school records for my son but as far as my language proof goes my BS degree was sufficient since CIC knows English is an official language in Pakistan.

no they dont dear. It is upto. Ic to accept proof or not. Many times they returned but often they accepted it too. The solution is to submit letter frominstitute mentioning that the course was delivered in english. That is also suggested by helpline staff of cic

You are right ! Submitting degree without the University official letter would be a risk .
