1. Whatever the reason is, they will give you a proper explanation supported by proper Section of Acts and Regs. Have your consultant to look at it and don't be afraid to take the case to IRB if you are not satisfied with the decesion.
Again, I am not a consultant...Just a student for now..!!! Only certified consultant or lawyer can give proper suggestion.

Really don't know at this stage until the OP gets the refusal letter. I think that it might be either his spouses degree or the experience in 0711. If he disagrees with the decision he can send a request to the program outlining why the points don't reflect the decision. All problems discussed above are possible. But I want to mention one more thing I experieced. Not sure if it is appliable to you though.
I ordered my CAIPS and found a serious problem there.
You can see my timeline from the signature. I did not take and file my IELTS results initially and waited until last minute (my lawyer strongly recommended me to do so) So I took it and submitted in November,2009. But at that time, PAPER SCREEN DECESION (PSDEC) and SELECTION DECISION(SELDEC) had been done on Oct 29,2009. In the summary, the office only grant me 12 points although it should be 14 points based on my IELTS resut. But I guess it is too late and they just did not count it. So you can see, I am in short of 2 points as I expected.
What I want to ask you is when you sent your IELTS report?
And I think once you have your CAIPS note, you will know where is wrong and it may help you to re-apply later.
