Decision made before PPR means what?

I was applied as a QSW july 2012. at Nov 5, 2013 my ECAS changed to in process.
and just 5 days, today when I check my ECAS, it already showed decision made. whats that means?
I dont even got a Passport request, thats means i got my pr card or I'v been refused?

Aren't you visa exempt by accident? Because then you will just get COPR by mail.

I dont know what happened, somebody can get a visa exempt for this? I was so happy for my file goes to in process in Nov 5, and just 5 days it changed to decision made. I dont konw what happend. on ECAS it just said the office gonna contact you for this decision, but its sunday.
I'm working in canada right now.

I got the PPR last Monday and my ECAS status changed to Decision Made on Sunday.
Did you check your email and there was nothing? If they didn't contact you in the next couple of days you should go ahead and contact them. I missed the RPRF request back in June because I didn't get the email. I only paid if in August when I asked them what's going on.
Another possibility is you are visa exempt. Did you need a visa when you first entered Canada?

decision made after medical and RPRF request is a positive sign,you should get your PPR soon just be patient.

Thanks, I already send a email to cpp Ottawa ask them. I'm not a visa exempt that's why I'm little nervous .

Thanks a lot. Just because I was wait already 16 months for this federal processing. I already live and work in Montreal 3 years. Best regards. Good luck for you too.

if you are from a visa exempt country then you will not be issued a visa and there is a high chance that you will directly get your COPR in the mail,some people are still asked for copies of their passport so it varies from one applicant to another and i don't really know why.
the best part is you are for sure becoming a permanent resident so enjoy your life,montreal is a beautifull city :)

I just review my last gcsm report printed on oct 7, the officer who was process my file updated status to in process in Sep 3, actually its already 6 weeks my file been processed. thats a normal time line for everybody. maybe just because ecas update delay.
i already sent a email to cppo ask this question. my med exam passed, and im sure i dont have any criminal records in both my country and canada.
im not from visa exempt country, thus i still have to wait for my PPR. People in this forum gives me a lot of courages and helps, what every the resault is, i goona keep living here in canada. best regards
