Thanks @Halima_9ja I see that OINP updated their FAQs yesterday ("Last Modified: May 09, 2016"). Perhaps they added this one anticipating expiring draft problem.
There's lot of newly added info in the FAQs :-
1) For example, the number of 2015 applications grew by 124 per cent over 2014.
In January 2016 alone, the OINP received over 1,800 applications..
2) The OINP will continue to process applications already received.
3) The OINP will make every effort to identify those applications in the current inventory where an applicant’s legal status in Canada is at risk of expiring. They will be processed first.
4) Improvements to the OINP application process will be implemented in the coming months – including a move to an online application processing system.
