You are missing the point. OINP have a quota of 5400 for 2016 (source - OINP FAQs). Out of which 2700 are for EE and remaining for other Non-EE streams.roy1947 said:Can you pls show the web-page/link where they have mentioned that they will process each application.

When they say, they have stopped sending PT effective 16th FEb, they did not say they will not accept application recd after 16th Feb. ( they could have said it. e.g in october 2015 they updated I quote "Effective immediately, new applications under the OINP Investor Component will no longer be accepted.")
They could have stopped sending PT from January also because they very well knew their position all the time that October , November applicants are still waiting for nominations.
With all the data in front of them they have taken a decision not to send PT effective 16th Feb and not to accept any application after 9th May.
Now this certainly means all application recd before 9th may will be processed ( you don't need everything to be written in details)
as rajkamalmohanram said they always have an option to shift the applications to 2017 if it is taking longer to process, like they did in 2015 or else the whole system will be at stake.
Note: Looking to the history of OINP, they have done it for base stream applications in 2015 saying
"If you have already submitted an application to the OINP but have not yet received a decision, your application will be finalized in 2016".
In worst condition, We can expect the same for Human capital too for this year.
But still it is too early to believe they will not process any application. They might process most of the applications before shifting the rest to next year because otherwise the processing of 2017 will suffer more than 2016.

Actually priority to CEC is not the true fact. I am a CEC applicant and waiting from November 18, 2015 (got AOR on that day).
