No, it will happen with December applicants of dates after 15th or 20th. if they dont speed up. E.g if an applicant is of 15th December , his Dd must be 5th Dec so on 5th it may expire. so lets see if 15th December guy gets AOR before 5th June. Its extremely unlikely to happen now. So OINP is indeed encashing the drafts before they expire. If 28-Jan folks are having their DD encashed, all Dec. drafts would have been encashed for sure.

haha I visited them so many times, I know she is black, well, because she is black!, and she is very helpful.
