I am not sure you can do it outside Canada.

In this link am unable to see anything outside Canada.

Yes you can submit your FP from outside Canada. Reach out to an RCMP accredited FP agency. You'll need to go to your local police station to get FPs on a FP card and mail it physically to them. They will digitize it and submit it to RCMP

Search this forum and there are several people how have done it
