When did you send the marriage certificate?
I submitted on NOV 21,2022 no response yet my visa office is ottawa
I don’t think they will take long time because my pr tracker status shows(Application 12,May 2022 outland paper)

Medical-completed
Background verification-completed
Biomatrics-received
My application received December 16
Last time 1 November I received ADR marriage certificate and status same like you eligibility in progress .
Background check completed
Biometric completed
Medical completed
Then you will be getting reply soon maybe within next two weeks please keep me posted if you get something
