I only say a glitch because I have observed this GU for the past 3 Sundays on a raw.
No other GUs than on Sun.
So i thought it could be a recurrent glitch or an automated update where as any transaction that could have been done to our applications during the week is synched on Sunday.

However i will keep this thread posted
Alike to anyone on this thread i am thrilled to reach to an end of this.

@legalfalcon in my gcms notes the assessment says : eligibility passed but no comments from case processing agent or officer. Latest comment after file transfer to Singapore on note 1 labelled general says: application reviewed, meet minimum requirements and experience as electrical engineer based on documents on application. No concerns. Funds ok.
Another comment on notes 3 is by program assistant from CIO. So what should i assume about my eligibility passed on assessment section?

There will be a note from an officer after the eligibility is conclusively passed.

My question is to @legalfalcon i have received my GCMs notes and my Eligibility is in review required mode because of my previous refusals, would that be affect on my current file decision, everything else is fine, just officer need to review my eligibility because of my statutory question my eligibility is in RR mode, can you please advice i should worry or not, and how long they will take to finalize my application, please help

If you have had prior visa refusals, you will have review required. However, as long as you meet the eligibility, you need not worry.

I want to call IRCC.
But first, I need their international number,
Second, I need to know what information is requested in order to ask about my application. Is the UCI number enough? because my application is being held by a consultant so I don't want to make any mistakes.
And, finally, should I ask about the application in details? or once I ask them about the progress of the application, they give me the details (like eligibility and stuff)?
