He resides in the US so CPC-Ottawa, hopefully they won’t take long from receiving the documents to issuing his COPR, I’ve read plenty of people that have sent their passports back in March and still haven’t received it

Stream: OINP-Outland

Here are the Assessment outcomes:
  1. App Status: open
  2. App Status Reason: In Progress
  3. Cost Recovery: Complete
  4. RPRF: Complete
  5. Eligibility: Passed
  6. Security: blank (s.15.1 in top-right corner)
  7. Criminality: Passed
  8. Medical: Passed
  9. Info Sharing: Complete
  10. Final: blank
Even on our individual assessments (of each applicant), all these statuses are the same

Application Assignment:
  1. Assigned to: JW00205
  2. Assigned by: JW00205
  3. Due Date: 13th August 2020
Is this due to the GCMS Notes request that was submitted on this date?

Finally, Notes:
  • Notes 2: Officer Review of Work Experience (Self Employed) - A11.2 has been met - Dated: 14th May 2020
  • Notes 1: Submitted updated passport - Already Updated. No Action Taken. No Response Required - Dated: 15th June 2020
The one thing I noticed was this:

After Application Assignment (Page 2), there is the section for Secondary Office(s) (Page 2-3). In this section, all the "Created" and "Updated" dates are wrong - click on link for image.

The created dates are "2010" in some and updated dates are "2014" in some. Is that something that might be causing a problem in reaching a final decision? Not concerned about receiving COPR as things stand right now - just don't want this to be the cause of some delay in the final decision.

My question is, is it possible that being transferred to. Local visa office means that i passed eligibilty?

Your application is in good shape. Eligibility is passed; the most important stage in the entire process and Security screening is underway/completed. Final will change to Approved in due course ( see example status https://gcmsnotes.com/how-to-read-interpret-and-understand-gcms-notes/#sample-application-status-in-GCMS)

Due date here is not related to your GCMS request and is not of much consequence to the overall application as related activity can happen before or well after. A11.2 is related to your Eligibility Review; it refers to Section 11.2 of the Immigration and Refugee Protection Act. The other dates you mentioned should not affect the progress of your application.

Regarding Security Screening, when I had raised a webform on 20th July, I received the following response:

Your application meets the eligibility requirements under the immigration program for which you have applied,

  • The background verifications are currently valid.
  • The security background verification is currently valid.
  • The criminal background verification is currently valid.
  • Your application is currently being processed at the Centralized Intake Office (CIO) in Sydney, Nova Scotia.
Is the security background they are referring to the same as the s.15(1) security screening?

Also, Is there any decisive way to tell if security screening is underway or not?

Based on the info you received your eligibility is passed as a final determination by an officer has been made in Note 2. After the eligibility is passed, the security is initiated. In the GCMS notes the security details are redacted, so the security on page 2, can indicate in progress or passed.

The corresponding section under which the reaction has been made is listed on the top right corner of the page, which in your case is s15(1).

The "Final" here indicates the final decision on your application. If no final decision has been made then it will look like this:

The link you have shared shows no dates. However, if the dates are there and they are incorrect, that is no an issue as some entries are manually done and can be incorrect, but see the context.

Finally, the webform you received, wherein the security is "valid" here valid means that all required documents needed for the security are in order and have not yet expired.

No need to worry, as your eligibility is passed and security screening is in progress. Soon you will have a decision on your application.

Usually the application is sent to LVO before the eligibility is passed or after. So there is no conclusive correlation between a transfer to LVO. You can send a webform, and its has noting to do with your representative.

If you want to surely know, then call IRCC, use webform or rely on GCMS notes.

Got it - and so the latest activities (2 and 1) indicate "Security" going from "Not Started" to "<blank>", and then going from "<blank>" to "<blank>".

Are there multiple rounds of check in security screening? Or will there be more status changes before it reaches "complete"?

If the activities for security show "Not started" to blank then it is in progress. The second one from "blank" to "blank" can even suggest passed, but since it is redacted, it is difficult to know whether it is in progress or passed.

The security is a very highly guarded stage and not much is known about it. CBSA / CSIS and other agencies are involved in the process, and based on the threat assessment it can take longer for some applicants. For most applicants it is fairly quick, and is usually done within 2-5 weeks.

@legalfalcon my daughter's passport will expire in December, we have already gotten a new one for her, please do I need to scan and send the new one as an additional document?
