Unfortunately yes. Though IRCC is trying to come up with ways to allow applicants whose applications have been approved to travel, but for applicants from countries that need a visa, it is difficult unless the local visa offices open to start issuing visas.

If IRCC allows applicants to travel just with a COPR, consultations have to be done with respective countries, those countries have to agree and also notify all outbound emigration checks at airports on what documents to allow, which is a difficult endeavour in these times and unlikely that any country will agree.
Hi @legalfalcon ,
I am from Germany, local vfs open and travel to and fro from canada is also open. Still no progress. PNP outland AOR 22 Dec 2019.

Do you think raising webform conveying this should help?

You can surely try and let them know that you are willing to travel. However, as per the available information from other applicants IRCC asks for concrete travel planes, including settlement when you arrive in Canada. So make sure that you have done your homework and then send a detailed webform.

Do you think Canada is open to evisa's?

The visas does not only depend on Canada, it also depends on the countries of residence from where the applicants travel. For some countries the e-visa is already there. For others to implement it, It is Global Affairs Canada that has to get involved in bilateral discussions to implement it, which takes time.

I had to update my address with IRCC and decided I might as well ask about my application. Still the same status...everything is passed and awaiting final approval. CEC Inland, AOR Dec 05. So many of us waiting at this stage and there are still draws happening. It would be nice to clear the backlog.

August 6, 2020 We are reviewing the additional documents you provided. (Proof of living in Canada)

Hi, @legalfalcon, I’m a Nov Aor. My application was approved around April.

Please can you offer some clarity on your suggestion. The current travel exemptions as it concerns us appears to only apply to PR applicants approved on or before March 18th (save recently, those from US).

However, it seems you are suggesting that there’s a possibility (even if the slightest) that IRCC can exempt one if they prove their willingness and readiness to travel in line with the current travel guidelines for other applicants? I ask because I’ve made quite concrete plans as I thought I’d have landed by now. But I’ve been rather silent and waiting on IRCC as they clearly wrote on their website that foreign nationals asides those coming from US must’ve been approved on or before March 18th. Please advise.

Thanks

Well count one more in that club too. AOR 27th Dec 2019. FSW - Outland and nothing at all. Even at my GCMS notes it says last updated 1st April 2020. Don't know how much outland applicants have to wait.
AOR 13Dec 2019 outland all passed and waiting

The current guidelines state:

1. The exemptions under the Orders do not apply to foreign nationals travelling for optional or discretionary purposes. The onus is on the foreign national to demonstrate the purpose of their travel.

For more information, consult: Non-optional and non-discretionary travel: COVID-19 program delivery

2. Restrictions overview
Restrictions vary depending on the foreign national’s point of departure. However, any COVID-19-symptomatic travellers will not be permitted to enter Canada.

Foreign nationals seeking to travel to Canada from any country other than the United States while the travel restrictions are in place need to satisfy government officials that

  • they are covered by an exemption in the Orders (consult: Travel restriction exemptions for those Departing from a country other than the U.S.), and
  • they are travelling for a non-optional and non-discretionary purpose
Foreign nationals seeking to travel to Canada from the United States while the travel restrictions are in place need to satisfy government officials that

  • they are travelling for a non-optional and non-discretionary purpose
For more information on travel restrictions affecting foreign nationals, consult:

If your read the above 2, there is room for you to travel.

When the travel restrictions are lifted, do you think they will prioritize November and December 2019 AOR when releasing COPR and request for passport? I am December 28 AOR, running 8 months of application and Medicals will expire by December 4, 2020. Do you think they will release COPR 1 month prior to medical expiry? I have also 3 months notice to resign with my job and that's another issues that i need to sort out when approval will be granted.. having stress headaches as to uncertainty of things..never know until when we're going to wait, maybe until early quarter of 2021 Lol
