I recieved the email alert on my phone and my heart skipped a beat lol and didn't know if i should open the attachment or wait till i got home to my computer at home. So my first reaction with full of adrenaline was to let you guys know and see if you had any idea. I was assured by some of the members here that i could open it on my phone, which i did, and found out its a letter requesting my wife (PA) to pay for for biometrics and submit the receipt via IRCC WebForm. So thank you for your earlier reply about WebForm as it has come in handy at a perfect time.
My time line is as follows:
Application recieved Dec 17 2018
AOR recieved Feb 12 2019
Payment for Biometric fees Feb 21 2019
P.S. Both eCas and GCKey say that it is still being processed.

Nothing strange. I had the same.Yeah i think that explains. But is it strange that they would ask the PA for payment without sponsor getting SA yet?

20 days since I got any updates on SA , what should I do?

I wouldn’t worry too much. Just keep an eye out on your ECAS. To settle your nerves, even if it’s the worst case scenario with SA, and your sponsor is rejected - CIC still give you 30 days to provide additional doc to further your case!It states "In process"
