Absolutely. Also would make it even more likely that the reason we were left out is because we're in a different queue, since almost all our other things like MR came through at the same time as everybody else in the big batches. (Still find it weird we have to queue so long just for a transfer... unless they send them as an actual physical package only once a month or something?!)It would explain why it feels like they're released in large batches, much like the day we all got medical requests.

Yeah, that's the downside of this forum -- if I didn't have people in my "cohort" to compare to, I probably would be a lot more patient about these steps. They don't work on your file continuously. It's in stages, and they assign BFD at all stages. For example, they request the medical, and would assign a BFD for 30 days. They don't look at your file until that date is flagged to them - they work on other apps. So for example, maybe your file is marked ready for transfer but it's been assigned a BFD - they may not revisit your file until that bring forward date comes, and then transfer it.
