I agree. I repeated some BS about Etobicoke that I had read, but @derkdsou set me straight, via @legalfalcon. @legalfalcon is the actual expert. I wouldn't worry about the VO.It's already been answered. Certain case processing centers and visa offices specialize in certain kinds of applications, and IRCC has a system of distributing applications across its network of offices to spread out the workload. Also, there's not much to be gained from worrying about which VO your application is at -- that mattered before the overhaul of the FSW program in January 2015. What one can focus on is knowing the status of their application, and this can be done by calling IRCC or ordering GCMS notes.

PPR arrived before my expected GCMS notes.
Judging based on MyImmiTracker, Indian citizens/residents are trending 160-190 days for PPR, so I wouldn't sweat it too much yet. GCMS notes are cheap and it gives you a short term (30 day) goal to look forward to. I'm of the opinion that more information is good, personally, and it gives you a long document which is interesting to read.
I wouldn't be worried about your current status, if I were you, but you could go ahead and order GCMS too, if you care. If you are really in what we refer to as IP1 (your call with IRCC seems to confirm it), GCMS will not be interesting. I have a copy of GCMS notes from IP1, and while it was interesting to get used to the format, there's nothing in there of any interest. It's just them filing documents and verifying you uploaded everything you needed to upload. No actual agent reviewed it to see if it meets the requirements, but just to make sure you uploaded the documents in every category.
Basically, in IP1, they have assessed the quantity, but not the quality. I hope that makes sense.
TLDR: You can order GCMS to give yourself something to look forward to it, but it won't be helpful, probably (it's generated when you request it, usually, and returned 30 days later). You're still good as far as your timeline and country goes.
What is your Annex A? Mine is just a form with a barcode asking for name and current address. They use this to link up your application when they receive it and for them to know where to send it back. I'm wondering if this is one of the situations where you don't move to IP2 for some reason, but you are actually in what we would refer to as IP2 (which lined up with actual eligibility passed [real review] + criminality passed in my GCMS).
I would suggest you both get GCMS notes and see if they've already done your in-depth eligibility review, especially since I'd expect @vinay16's to be done by now, but he's still IP1.
Most of the PNP apps are being transferred to VO Etobicoke, no worries about it. But we're moving very slowly. The earliest apps that got approved and received Letter for interview (yesterday) are having AOR 12Aug18. There is a WhatsApp group for Etobicoke VO. What date was your AOR and where are you from? Yes, I heard Pretoria is extremely slow. BLAAAHHHHH -_-U should phone them. Ur application has most probably been sent to LVO pretoria as u live in Namibia but I might b wrong also. My app has been sent to LVO pretoria on 7th Feb which I confirmed with LVO by email n it's in a long waiting list I suppose

I feel lonely in this forum when it's sleepy time in all the timezones where people are coming from. I haven't even seen anyone represented from South America, other than @ladyday and she (I assume "she"?) already lives in Canada.
Yeah, it is a little tricky trying to estimate the PPR date with applications from Southern Africa. They seem all over the place.If you lived in India, I'd estimate around May 30th for you. Since you live in Namibia, I really don't know, sorry.
