The last statement in CICs mail should answer ur question. As far as CIC is concerned they have moved to EE for all apps received from 1st jan'15

"In addition, please note that applications will be assessed according to the instructions in place at the time they are received."

PhD stream applicant which has her application returned on December 18 got charged today they consider her initial submission time
