How long (estimate) does a returned application take to arrive in a destination outside of canada via post? I am from Kenya.

Hi all! I am a newbie ;D
I sent my application in December without the ECA report as it was not released in time by the ICAS.
My application arrived on 31 December 2014 to CIC, let them to see I waited as much as I could for the ECA report. I included a letter explaining all and committed to send the missing document as soon as available, but after the document arrived my agent called at CIC adviser and he said that I should wait until I get an official response to confirm receiving my application and then if they allow, to send the missing document. He also said it takes 10 to 12 weeks to get a response, this is the 13 week already and I am starting to tremble.
I really put all my hopes in this application, now that the EE system requires to have a work offer or provincial nomination to get an ITA.
I also got in for EE system, with 316 score.
Let's keep in touch about this, maybe there are others in this situation, because of the late ECA report.

Seriously doubt the capabilities of your agent if they advised you to apply without ECA. Maybe you should look to bulk up your EE score now that they are accepting apps without job offers.

Thanks, but I am still trying to be positive. My NOC wasn't reaching cap on FSW - 0113, not even approaching to the total number allocated.
Also, on the Document Checklist was this next text that keeps myself hoping:
“If you are unable to provide any of the requested documentation, include with your application, a written explanation with full details as to why that documentation is unavailable and any documentation that would support your claim. If your application lacks any of the documents without a reasonable
justification, it will be returned to you or in certain circumstances could result in the refusal of your application.”

Anyway, as I said, I've been also accepted to EE Pool with 316 points. I saw that now there are ITA sent also to those without job offer.

Hi All,
I am a Dec 30th applicant. My application got there at 11:27 am. I just called CIC and they said that they have no evidence of my application. I asked if that meant my application was returned and the lady said no. She stated that if it was returned it there would have been a note of the date it was received and the date it was returned. I then asked if it was possible that my application was not processed as yet and she said yes that was possible. She asked that I wait two weeks and then call again.....so I'm waiting :-*

Your ECAS is already live and you can't control when CIO will send your PER, so I'ld suggest you take a chill. Get your mind of it for a few days, get busy with other stuffs, PER will come soon .

I applied on 30th Dec 2014. I called CIC just one minute ago and CIC said that my application was returned because of global cap reached. It is returned from 12 March. Until now, I haven't received yet my documents. Perhaps it will come my home soon. Ready for Express Entry. Congratulation for all guys whose is been processed from the old system.

Same boat here.

My ECAS went live today, so I am expecting PER any moment. I understand they update ECAS at least every Tuesday, so you may want to check, if you have your UCI # or Application #.

CIC will not accept application without original ECA report. Your consultant should have known this. I'm very sure that you application will be on its way back to you now. Secondly we have heard on this forum that some 30th and 31st applicant are getting their file returned due to global cap. If you have your ECA report now please create your EE profile
