My FSW application with arranged employment was returned. They enclosed a letter explaining the reason it was returned, but its language is contradictory. The letter mentions that if I re-submit, I have to review the document checklist and links to the old FSW form: http://www.cic.gc.ca/english/pdf/kits/forms/IMM5612E.PDF
But then the letter also states that I have to check the Express Entry requirements, as there has been changes to FSW eligibility.
Do I have to re-submit my application using the old forms with the corrected information requested? Or do I have to discard my FSW old application, and make a Express Entry profile?

"We have conducted a review of your application and have determined that your application does not meet the Regulation 10 of IRPA.
The application is being returned to you, because at least one element of the requirements of Regulation 10 of IRPA is/are missing or incomplete...
Please see the highlighted items on enclosed checklist ...for further information concerning why your application failed to meet Regulation 10 of IRPA...
Prior to re-submitting your application we suggest you review the document checklist (http://www.cic.gc.ca/english/pdf/kits/forms/IMM5612E.PDF) to ensure your application is complete and meets the requirements of IRPA Regulation 10.

Note: Work experience: It is important you provide us documentation supplying evidence to show that within the 10 years before the date on which your application was made, you have accumulated, over a continuos period, at least one year of full time experience, or the equivalent in part time work, in the occupation you identified as your primary occupation, that is listed in skill type 0.... Your letter of employment must clearly give evidence showing that you have performed the actions described in the lead statement and that you have performed a substantial number of main duties of the occupation as set out in the occupational descriptions of the NOC, including all the essential duties, for that period of employment. If your letter does not provide us with this information, you will not meet Regulation 10 of IRPA...
In addition, please note that applications will be assessed according to the instructions in place at the time they are received."
