Charging is not based upon NOC. But charging is done based on FIFO (if cap is not filled either overall cap or noc cap).
But it is purely on FIFO basis and there is only and just only one stack of all applications irrespective of NOC. And completeness check is conducted irrespective of NOC and hence as a result charging is also done irrespective of NOC and it is purely based on chronological order of applications receipt date.
What I can observe from latest downloaded Spreadsheet of FSWP2014, there isn't any charging happening after 4th March.
Means three working days of CIO (5th,6th,7th march) without charging, really raises a red flag about overall 25K CAP. I don't have any intention to hurt anybody. But if CIO didn't resume charging on Monday then it will be clearly a news that FSWP2014 is fully CAPPED to 25K.
Specially as per latest downloaded version of spreadsheet, there are around total of 5888-applications, which are as per several estimates reflects 25% applications of worldwide applicants. Therefore 5888*4 = 23552 of total applications at CIO. Moreover PHD stream of 500-applicants is already capped, as reported earlier by an applicant. Therefore 23552+500 = 24052-Applications which is more or less nearabout 25K. Whereas most of the December applicants didn't take headache of coming to this forum and registering in the Spreadsheet. Even several of those who are on the forum are not entering their details in SS of FSWP2014.
But still let us hope that these statistical figures will prove false and all of December applicants will start to hear good news on Monday.
