Regarding this note in ECAS, I'm not 100% sure how they do it and where they do it, but I've been looking at my GCSM notes and have gathered some facts that could help us understand this better.
In my GCSM notes, under medical it says it was created on 7 Jan 2014 and updated on 24 Jan 2014. I received SA on 8 Jan (1 day after my medical was created in my file) and on 27 Jan the ECAS status changed to "Medical results have been received" (that is 3 days after the update mentioned in the notes). One other interesting fact is that my file got to the VO on 12 Jan 2014. So when ECAS changed to that message, the file was in Vienna. I never received an AOR from my VO, that's one of the reasons I ordered the notes, to make sure it's there.
One last thing, which I found interesting is, ever since my file got to Vienna, it was looked at by 5 different people, and then it went back to the Registry (that means probably a dark room with big piles of applications )
