Hope so, have paid RPRF up-front and am from a Visa exempt country and been living and working in Canada for last 3.8 years...
I am sure you will get some movement soon too. I really think Vacation season is slowing the process tremendously. A lot of the Govt job cuts were also in HRSDC and CIC so that impacts their ability also.

rprf is the Right to PR fee... not the PPR which is a passport request.
