I am in Canada right now, dont know how to get the ECA from my university.

I got my application back last week and I am confused to what they wrote in the letter. They wrote two things:

1) The following refers to your application for PR in Canada under CEC. We have now completer the assessment of your application and have determined that you are not eligible for processing in this category.

later in the letter they write
2) Application was received after the maximum 8000 cap was reached. You do not meet requirement of the Ministerial Instruction and your application is not eligible for processing..

Further down Although your application could not be accepted in to processing at this time, you may be interested in the new EE system.

Did someone received similar letter or your letters were different. Please help me understand this letter.

Mine recvd on 4th Dec. No idea whats going on after that. CIC customer service not picking up phone. I have changed address too (moved to east coast from west coast) after sending my application. Have informed my previous house owners that I might rcv a return packet from CIC. When I check online, they have no record of my app. Who should I call? Any phone numbers? My NOC was 1113.

Hi Guys, My CIC in Canada app was rcvd on 4th Dec, but I havnt yet rcvd the return packet. How can I contact CIC guys at Sidney? Should I use customer care number for this ? Is anyone else in the same boat? When I enter my UCI to check online status, it says no record.

Uci is generated after your pkg assessed . How you got uci... and which lonk you are using to see status?
