Yes, there's no difference between processing times for PR's and citizens. The only difference is that a PR should reside in Canada during the process while the citizen can sponsor his/her spouse from outside Canada.
A PR can also leave and re-enter Canada while the sponsorship is in process, but as long as his/her being out of Canada isn't considered as residing in another country! (The duration of being outside Canada is limited!)
 
Folks, I am quite confused!! What is the best way to send the Doc RQ ? By email? or post mail ? Is there anyone has a Microsoft word file for the request? I would appreciate if someone sends it to me by email my email w_flavien at hotmail.com

as we all know email is the best way to send it, but some people do it both ways just to be sure,
 
nagz i dont know how to answer u. the file was delayed at cic because i needed to provide proof of residency & they mailed me to provide the proof to the consulate. so i guess it took some time before getting to damascus, but then i received the rq from damascus. stressful times...

Hi guys: I am reposting my question asked yesterday if someone could answer me,I would really appreciate it: Hi everyone, I hope someone can answer this question because it is still unclear to me. I was told by the embassy that my wife's file is awaiting the results of the security/background check which have not yet been received by the embassy in Damascus (they were submitted by them in January to the security agencies). Do you know where this part falls in the overall process, and whether four months fall in the normal processing period for the security check? How long does this part typically take (especially that she hasn't lived anywhere outside of Lebanon). I hope someone can answer this question with clarity. Thank you for the help

No we were requested to submitt police certificate from canada (RCMP) as well as the RQ. my husband scanned and emailed the RQ for them and told them that i left canada because they were thinking that i still live there and asked me to provide RCMP. my husband explained about this misundrestanding. after 2 weeks they replied to our email saying that no need to provide the RCMP and did not mention about the RQ as long the dont say any way of sending RQ send it by email first. but ask your wife to sign it and DHL it to you then you send it to damascus this would be safer than from Iran.

Ok so our file has been in damascus for 3 weeks now, and is it usual that my e-cas shows just "application received" in damascus, and no "in process" yet? :D

hahaha aziz dont worry it will never change , they dont update it whatsoever, people get their ppr and it still stays APPLICATION received , so dont worry about it, e case is pretty much useless from the date your file arrives in Damascus :D
