I've already told it in the Persian forum:
1- We usually, think much about the time we first applied and filed our cases. The point is at this point it does not matter. The only thing that may seem significant to the visa officer in Ankara is your in-process time. In-process time is when the file has been passed to the officer and he/she will be assessed since then. Even the transfer time to Ankara is not important for the officer; it's not his business.
2- Now, it seems that those of us whose file process began back in July and August, are in the short line to get their PPR. If your process started before these months, you should assume a delay while I actually do not know what you can do about it. If you were so lucky to get the PPR while your process initiated after August, 2012, go and enjoy it.
I used to think this way as well that's why I created a column for # of days since in process on the spreadsheet. But my own case is proving even the "in process" time is not reliable.
The problem with Ankara VO is that they do not send AOR when they receive the application.
It seems that they DO work on the applications before changing the status to "in process" ... Erina's case is one example. She was requested for more documents even tho her status is still "App received"!
Now if you look at the apps that were forwarded to Ankara after mid-Oct they have all been stuck in App received status even tho more than 75 days have passed!
Thus I believe the more reliable date to keep in mind is the day that you have been approved as sponsor which is essentially the time Ankara received ur app
also they don't always give out PPRs in the order of "in process" dates.
on the chart look at user "atise" who received PPR a few weeks ago... her file change to "in process" in September!!!!
