Yes, the first time you are travelling to Canada you have to pay the avareze khorooj, because you are not a Canadian permanent resident yet. You are not considered a permanent resident until you land and that's when the whole process is completed.
So for the first time yes you have to pay it, but for the times after that which you have your permanent resident card in hand no you don't need to pay it.

And about the travel dollars, yes you can get it.

U have to pay the exit fee if u want to get travel dollar (it's reduced to 1000 for Canada!).
So the answer to both questions is yes.

No you don't have to pay the exit fee for getting travel dollar!! You always have to pay the exit fee, no matter if you want the travel dollar or not.

The only people who are exempt from paying the exit fee are green card holders and permanent residents and only when they are travelling to the country they are a resident of.

all i can say is that me and everyone else who got ppr within the first 2 weeks of may got lucky because the embassy had JUST closed so the files hadnt arrived yet, but now they have, 12,000 files arrived from tehran, its all tourist/worker so it has nothing to do with sponsorship but just the arrival of so many files overwhelmed the embassy that they are asking the foreign affairs department for more temporary workers and they are considering opening up the courier line again, according to the memo we read, people PERSONALLY picking up their passports delays everything because the staff have to CONCENTRATE on that one person's file for 24 hours ...... issue the visa and then get back to regular work, and now we have an average of 100 to 150 visas a week being issued so multiply that by 24 hours, thats too much time wasted on 1 person, so they want to open the courier line and cancel the IN PERSON option because they are falling behind, damascus did that before the whole craziness, from what i heard if it happens from mid june there will be no more in person pick ups, honestly i wish i was able to send my wife's passport by courier, anyways lets see what happens

Do u know if u r allowed to buy dollars ouside and bring it with u and if there is a limit?
Would it cause trouble if u have more dollars with u in the airport?

Well I meant the same thing but didn't use a good wording!
As vivi said only PRs and citizens of other nationalities are exempt from paying the exit fee. Of course for getting the travel dollar we need to pay the exit fee too.

I think people are concerned because other ways of buying dollars is not easy. Afew months aago I read that if u r cought having certain amount of dollars in Iran that is crime. I don't know if that was true or not. But my husband wanted to buy dollars 3 months ago, no where was selling dollars

i find it very useful especially since i know many of u have ur medicals expired or close to expiry and have to redo them; basically what they try to do is this: if they r ready to issue the visa and the only thing standing in their way is an expired or almost expired medical exam, they will try to get a new medical certificate from the office which processed the medical, without asking the applicant to re-do it (i guess it depends on each case, maybe ppl with some health problems will b asked to re-do the exam, who knows)

so for the ones worried of not being able to have a new medical exam cuz u r pregnat maybe they r trying to have a way around ;D stay hopefull!! :) they definately have good intentions and trying to cope with the changes and lengthier processing times and help the poor ppl waiting as much as they can

so maybe u don't need to redo the medicals anymore with this news and change :) one less headache :) have a nice weekend!!
