We are not sure why it took so long especially that the CAIPS notes were clear (everything is ok and interview was not required)
But believe it or not we got the PPR today just after I posted about the finalization e-mail.

Yes, my wife did 3 medicals first in July 2010, second June 2011 (We did it before they ask us and when they asked for it in Damascus we told we we have already sent it. They asked for a copy via e-mail (we did not keep a copy). We insisted that they have the orginal and they did not listen to us. We assumed it was lost and did a third medical in Dec 2011. CAIPS notes show that they actually recieved the second medical by courier. This in my opinion was the main reason of not taken the decesion long time ago when the chance came for our application.
