Hello all,

My timeline,
Apply for my Chinese wife. in April 2019.
Pass bio metric in June 2019, medical in July 2019.

Have receive the Email to ask for CSQ in middle October 2019 (by "luck" I have meeting with my wife in October (back Canada the 26 October 2019)).
We fill-up together the documents and I send it by express post the 29 October 2019 (they receive it the 31 October 2019)
Charge my CC the 11 November (I receive later the receipt with date of 11 November).
In November we (both my wife and me) receive interview appointment in HK for the 29 January 2020.
At that interview, they ask us documents (police certificate and other documents for her adult daughter who did not ask for permanent visa).
In the same meeting agent (Canada) inform us it is also missing the CSQ.
I return to Canada (HK-> PVG -> YUL) the 30 January. My wife send all missing documents (daughter) in the next 15 day's.

In first week of March, I call immigration Quebec to see what happen with the CSQ, because it is the ONLY missing documents for her visa.
Answer: they just begin to work on you files "Call back in 2 weeks (normal process time)".
I call 2 weeks later: they told me, "still in process".
Call again one week later.... again --> "still in process", I ask agent why so long... the agent say me she put message for the immigration person in "charge" of my files, they have 48h to 72h (open day) to give an answer.
Call after that each 3 day's (3 x), the person in charge never answer (for 2 weeks). Agent (Quebec), say me it is not normal, but can not do anything (her supervisor try to contact the agent directly for 2 day's and not have any feedback also)
I call my provincial deputy (I know personally, her office responsible give me the ombudsman # (514) 873-3533 (bureau des plaintes), and say me to begin there).
I put a complain about "agent not give any feedback" AND the delay now create me problem* , the ombudsman have 10 open day's to answer.
The day before the 10 day's, an agent from immigration Quebec call me on my mobile advising me my CSQ is approve and will be send next Monday to HK office.
The agent who call me is not the same agent name on the CSQ certificate.

On my complain I advise this information is FALSE, they must remove this from the website,

MY CSQ need 24 weeks (not 25 day's) to process (from the time they have receive it, and time they ISSUE the CSQ, add one week for receiving a paper copy).
I estimate, Immigration Quebec have CREATE a minimum delay of more than 4 to 8 weeks in our visa process (I mean MINIMUM). I think the visa will already be done if is not because them.

The other problem is that customer service agent dont have direct contact with the processing team so they often give inaccurate answers. It's now almost 2 months they are stuck to November. Since the new government came in power, MIFI is a mess. Are they doing this for all applications or they were slowing down because of the outbreak in Wuhan? Whatever it is, they need to fix this issue. Some 2018 applicants are still waiting for their PR even having received their CSQ. It's like there is a conspiracy to delay Qc applicants even further. Sorry this has nothing to do with you but just thinking out loud. It's possible mine come only in July. For now, we are not clear if they use the received date or AOR. Some agents say one, others say the other. It didn't really matter until mid-November because everyone was getting their AOR within 2 week. From late November onwards, the AOR came 4-6 weeks after. Now, it's even 2 months. So I hope they honor what is written on the website which is the date they received the application.

I agree with you, about the call center agent (CCA) did not have access to processing team (PT), but if you are smart and want to put "behind" some sort of a wall your PT from customers, what you will do... exactly what they have done in the actual system...
If you are in business and doing something like this... you will close your business soon, but this is government, and THIS is the problem. They have "lifetime" work.
We must take in consideration, the new government try to change thing, and to change official is very hard (possible they slow their work as retaliation).
About the PR, after the MIFI have emit the CSQ they have nothing to do with this, the responsibility are on immigration Canada.
When you write to "honor what is written on the website", you talk about Immigration Canada or Quebec ?

"Attention : La Commissaire aux plaintes ne répond pas aux demandes de renseignements ni aux demandes concernant l’avancement d’un dossier. Vous devez vous reporter aux sections Téléphone et Courriel ci-dessus."
But the commissaire listened to your complaint. I'm confused. I'm scared to complain because MIFI is still processing my file and an agent told me indirectly that I have to deal with IRCC myself. I'm just missing CSQ.

I agree with you, it is too early to complain at the ombudsman for now. because your application is "only" July.
But also because your CSQ AOR is Dec. 2.
I will wait after the site of MIDI is update with a date after the 2 December. (this must be soon because it is a long time they did not update)
After that I will call the MIDI call center and ask them to put a message to the agent who process your file and tell him the IRCC is ONLY waiting for your CSQ and this are delaying the process of your visa (and the MIDI cannot delay the visa).
Call each 3 days after to have the reply of the agent, if after 2 weeks you did not have any answer (other your files are in "process", same than me) make a last call and advise you will put a complain in 72h.
At that time you will be in the 11 months with IRCC, this will also "justify" to push MIDI agent.

Hello everyone!

I submitted this post to another thread but I think it's relevant here so I am copying it. It is not about spousal sponsorship but addition of spouse as accompanying person.

My husband applied for his CSQ two years ago and he got it within a few days (PEQ stream). He submitted at the federal and since then he has been waiting for the pr. In the meantime, we got married and once we had the marriage certificate we submitted a request to add me to his CSQ in January 2020. The payment was processed in February. We haven't heard back since then. Has anyone else been in similar situation? We called them before submitting to ask how long it would take and they said that adding a spouse to existing CSQ (PEQ) is a very simple process and it shouldn't take more than a couple of weeks.... It's been more than 3 months and nothing! Everything else at the federal level is ready for both of us with estimated completion time July 2020... Only the CSQ is missing and my biometrics (waiting for VACs to reopen).
Any ideas what might be happening? We are both currently in Quebec (he is on a work permit and I am on a study permit).

Take your time, immigration Quebec face now HUGE delay, they are processing, Have you receive the receipt for the payment ? (if yes, you have your reference # and your file #, you can call them with this information to know what happen)

Thank you, Jean P. No, we don't have anything. We called them and they said that they took the payment in February but we haven't received an application reference number or a confirmation number. They said that we are not going to receive such number because the CSQ was issued when my husband first applied 2 years ago. Now they only need to add me to his CSQ so they don't consider this as a new CSQ application. The only answer we receive over the phone is that they the file is in progress, they are surprised we don't have it yet, and to call back in two weeks.
But I have started to wonder whether we will actually need the CSQ at the federal level. When my husband informed the federal about our marriage, they sent him a list of documents to submit in order to add me to his application as accompanying person. This list did not mention that we needed an amended CSQ in order to include me to his file.
Also, on the application form they ask the number of the CSQ only for the pricipal applicant (where he put his old CSQ number) but they didn't ask CSQ for me.
So in the end I am wondering whether they actually need it in our case. When he added me to his application at the federal, his file was almost ready (medical, Canadian police cert, biometrics) and he had already received the pre-arrival services email. So he was almost done. Our estimated time for PR shows as July 2020 in his online account. This hasn't changed since he added me to his file and the federal has literally mentioned nothing about me being added to his CSQ. Does anyone know whether we might finally not need it?

Just to add that our case is not sponsorship and we are via the CSQ PEQ stream. Thanks again!
