I would say with the new system the score would most likely come down, give it some times, 2-6 months.
 
the probability of CRS going below 400 this year is less than 0,1%. That is because we have 1 or max 2 draws left.
Probability for that to happen next year is similar to this year. Simply because there will be always way too many candidates with 400+ score.

Sitting on such score and doing nothing in order to increase them is equal of waiting for 30th of February to happen.

i would say 2-6 month to really bring it down.

You have around 15k applicants with crs between 400 to 450. That number will only increase with more points for international students and certain LMIA extempt job. (going direction of 18 to 20k applicants). You have another batch of people between 450 and 600 points (4000 to 6000)
You have around 10 to 12k applicants with PNP using EE.
Al those numbers are static and are constantly replenished.

They call app. 32k applicants per year you will not go as low as below 400.

Considering everything, I think it wont go under 420-425 in the 2017. but it will fall under 450.
 
Sorry to break it to you but it is not going below 400, at least for 2017.
 
Best hope would be for PNP to open up.
 
very unlikely, I do suggest to apply for pnp or lmia for extra points
 
I don't think it will ever reach 400 let alone this year or in year 2017. People applying for EE is constantly increasing and pool will always have enough applicants with more then 400 CRS score.

Look for PNP or LMIA.
 
I am sitting at 429. It will come down to 424 in August 2017. That'a my max. No way to improve. How are my chances for a Direct ITA in 2017? Thanks

The only PNP I am eligible for the time being is OINP Human Capital, which is under temporary pause since Feb 2016, and no none knows when it reopens and whether they would stick to the same criteria as before (400+ CRS and any NOC). If they up the threshold beyond 425 and becomes NOC specific, I lose that option as well.

We have no choice but to stay positive. At least we do not pay for that.
