Check all your answers. 409 - 381 = 28. Were you expecting 28 points for siblings, those give you 15 points.
28 must be something else, I see that high-school diploma has 28 points, do you have one that didn't get counted?
Another possibility is 15 for sibling + 13 for something else such skill-transferrability didn't get counted.

I have a Bachelors in Chemistry and a Masters in Human Resource Management. According to WES report my Masters is counted as Bachelors of four years. and my Bachelors as Three year Bachelors degree.
Also when I checked in CRS tool , they used to provide me with 15 points for blood relation in Canada. the rest 13 points I am not aware of.
