Is CRS calculator will give the same points you will get at the end of submitting an application!.
Because i am 24 years old, I have a bachelor degree, I have more than 3 years of working experience and if i scored the highest range in IELTS test in each category.

My score will be 441.... SERIOUSLY !!!! which less than the min. of points in any draw of 450 points... HOW COME ??????

AND WHAT TO DO?

Yes, the calculator is accurate.

441 is right for someone with your level of education.

First what will be my chances as i heard the number of ITA will increase to up to 2000 per draw so the points might drop!!!!
Or what is the fastest way to have a higher points !!!

441 sounds right (and is indeed the score I had myself with similar credentials to yours prior to receiving my OINP nomination).
I would advise looking into PNP streams, and see if you qualify for any of them- those would give you an additional 600 CRS points if you did receive a nomination.

EE is a competitive stream and, unfortunately, your credentials (under 30, Bachelor's degree, 3 years work experience and fluent English) are very common.

Getting MSc or PhD will improve your score in 2 ways: you will get extra education points and then get 25 more skill transferrability points on top of that.

Learning French can help, but, starting from scratch, it is very hard to get to a level where meaningful score can be obtained.

Getting work experience in Canada will add a lot of points. If you can get a work permit and then work for at least 1 full year in a skilled (class O, A or B) occupation, your score will improve a lot.

PNP is asking for job offer !
Only some Provinces require a job offer.
Others require you to be in certain NOCs.

But some have no such restrictions. PEI, NB, and Ontario do not require a job offer, past experience in the province, or an in-demand NOC.
Look into them.
Read the Summary of Eligibility Requirements for PNP Streams thread: http://www.canadavisa.com/canada-immigration-discussion-board/summary-of-eligibility-requirements-for-all-express-entry-pnp-streams-t432937.0.html

You need to apply for a student visa if you want to study in Canada.
