"Crime OR offence" includes traffic offences even though not criminal?

Hi,

I found some old threads that point out that traffic offences are not criminal offences, but the actual wording on the permanent residency application is not "criminal offence" it is "crime or offence"

So does a traffic offence (or actually a transit offence -- didn't pay for correct price ticket on train) still qualify, since it says "or"?

Also, would the 10 seconds spent by the traffic cop writing me a ticket for not paying the correct train price count as a "detention" under "Have you ever been detained, arrested, or put in jail"?

I've also been stopped and asked questions before about a crime that I was under no suspicion for but was thought to maybe be a witness for -- is that "detention"?

Is a cop wandering around a college campus asking people if they're drunk and then finding out that no, they are not a "Detention"?

Very frustrated by lack of clear definitions or info bubbles on any of these background check questions.

I don't think so. I got ticket for the red light in the past too, but I had no problem obtaining a police clearance certificate.
